State tax deduction or credit

Contributions to Pennsylvania AND non-Pennsylvania 529 plans of up to the gift-tax annual exclusion amount ($19,000 in 2025) per beneficiary are deductible in computing Pennsylvania taxable income. Spouses filing jointly must each have at least $19,000 in income to claim the maximum $38,000 per-beneficiary deduction. Rollovers from another 529 plan or from qualified U.S. savings bonds are not eligible for the deduction.

Which 529 plans does Pennsylvania offer?

Pennsylvania offers two 529 savings plans. Pennsylvania's 529 Investment Plan is a direct-sold program available to residents of any state featuring investments from Vanguard, while the The Guaranteed Savings Plan, available only to Pennsylvania residents, functions as a unit-type prepaid tuition plan.

The program is a tax-advantaged savings program offered by the Commonwealth of Pennsylvania to assist individuals with disabilities and their families in saving for disability-related expenses without jeopardizing their government benefits.
